Frank Perch is a member of HunterMaclean's Bankruptcy Practice Group. Mr. Perch has over eighteen years of experience in complex corporate bankruptcy representation. His practice at HunterMaclean includes representation of commercial real estate lenders, automobile lenders, commercial landlords, equipment lessors, vendors and members of creditors’ committees.
Immediately prior to joining HunterMaclean in 2005, Mr. Perch served as the Assistant United States Trustee for the District of Delaware for two years, after serving as a trial attorney with the United States Trustee Program in Delaware starting in 1999.
Before joining the United States Trustee Program, Mr. Perch practiced extensively in the fields of bankruptcy, reorganization, insurance coverage and commercial litigation for several Philadelphia firms, where he represented debtors, secured creditors, insurers and others.
Mr. Perch has spoken on financial issues in Chapter 11 reorganizations, mass tort bankruptcies, and other bankruptcy issues at the National Bankruptcy Training Institute of the United States Department of Justice, as well as the Practising Law Institute, the Pennsylvania Bar Institute, the Coastal Bankruptcy Law Institute and other bar organizations. He was a panelist at the Emory University Bankruptcy Developments Journal Symposium in 2006.
Mr. Perch received his B.A. from Haverford College and his J.D., cum laude, from the University of Pennsylvania Law School. He is admitted to the bars of Georgia, Pennsylvania and New Jersey.

Representative Engagements
- Counsel to largest trade creditor and chairperson of Official Committee of Unsecured Creditors in Chapter 11 case of specialty food ingredient manufacturer.
- Representation of a national lender as secured creditor in numerous workouts and bankruptcy matters including workouts of SBA loans and a large retail store Chapter 11 bankruptcy.
- Representation of regional banks with respect to distressed loans to real estate developers and other businesses, including document review and analysis, forbearance agreements and workout negotiations, foreclosure or other replevin of collateral, automatic stay litigation and other representation in bankruptcy, deficiency litigation and judgment enforcement.
- Representation of commercial landlords in Chapter 11 bankruptcies of regional and national retailers.
- Special appellate counsel to Chapter 13 Trustee, successfully defending District Court decision supporting trustee’s ability to bring newly acquired assets into the bankruptcy estate and increase creditor recoveries.
- Defense of an insurance broker in significant preference action.
